NOTICE OF EDPL PUBLIC HEARING
COLUMBIA COUNTY
PROJECT IDENTIFICATION NO. 876143
COUNTY ROUTE 7A RECONSTRUCTION AND PRESERVATION 

PLEASE TAKE NOTICE that, in accordance with Article 2, Section 202 of the New York State Eminent Domain Procedure Law (EDPL), notice is hereby given of a public hearing for PIN 8761.54, County Route 7A Reconstruction and Preservation Project, Town of Copake, County of Columbia, New York.  The public hearing will be held on Saturday, June 27, 2026, at the Copake Town Hall located at 230 Mountain View Road, Copake, New York.  The public hearing pursuant to the Eminent Domain Procedure Law will commence at 10:00 A.M. The purpose of this hearing is to outline the project purpose, its proposed location, and to provide other pertinent information, including maps and property descriptions of the properties to be acquired and adjacent parcels. Immediately following the hearing, the Columbia County Department of Public Works will host a public informational open house to discuss this project.  This meeting will be held in the same location from the hours of 11:00 A.M. to 12:00 P.M. 

The County, in cooperation with the County’s consulting engineer, Greenman-Pedersen Inc., the New York State Department of Transportation, and the Federal Highway Administration is developing design alternatives for the proposed project scope entails improvements to the 1.75-mile segment of County Route 7A (CR 7A) from Center Hill Road to NYS Route 22 North and South in the Village of Copake.  Key features of this project include resurfacing the existing pavement section to repair deteriorated pavement with pavement widening to provide standard 4-foot-wide shoulders.  Proposed drainage improvements will minimize or resolve existing ponding issues. Sidewalk, curb, and closed drainage system improvements will be implemented within the Copake hamlet center. The Church Street/Main Street/Empire Road intersection will be reconfigured to provide a community space with the Copake Memorial Clock.

The purpose of the open house is to obtain comments on the proposed project from individuals, groups, officials, and local agencies.  The County is specifically soliciting comments on the development of alternatives for the project and comments on the project’s social, economic, and environmental effects.  This public informational meeting is part of the continuing efforts by Columbia County, the New York State Department of Transportation, and the Federal Highway Administration to encourage public input into the development of transportation projects.

Persons may appear in person or by agent and will be given the opportunity to present oral or written statements and to submit other documents concerning PIN 8761.43 County Route 7A Reconstruction and Preservation Project.
